But those who hope in the Lord will renew their strength.
They will soar on wings like eagles;
they will run and not grow weary,
they will walk not be faint.

Eagles are born with big and heavy wings, and they have to learn how to fly without actually flapping their big wings in order to conserve energy.
Eagles can literally die if they expend too much energy flapping their wings during flight. They must learn to soar without flapping their wings by waiting for and using wind thermals to keep them aloft.
In Isaiah 40:31, God is telling us that all things will get fully accomplished in this life by the power of the Holy Spirit operating through us, and not by our own power. In this verse we are the eagle, the wings of the eagle represent our faith in God, and the wind thermals are the Holy Spirit at work in our lives.
